The notice requires that all regions and promotion enterprises should strictly apply for subsidy liquidation in accordance with the regulations. For enterprises found to be fraudulently obtaining subsidies through deception, penalties such as criticism in circulars, deduction or recovery of subsidy funds, public exposure, and fines will be imposed depending on the severity of the circumstances; regions with serious subsidy fraud will be criticized in circulars.

At present, industrial energy consumption in China accounts for approximately 70% of the total energy consumption, among which motor energy consumption accounts for about 60% - 70% of industrial energy consumption. Coupled with non-industrial motor energy consumption, the actual energy consumption of motors accounts for more than 50% of the total energy consumption.

The National Development and Reform Commission and the Ministry of Finance will organize third-party institutions to verify the promotion information of promotion enterprises based on the application reports for financial subsidy funds submitted by local energy conservation authorities and finance departments. The Ministry of Finance will liquidate the subsidy funds of each promotion enterprise based on the verification situation.

The notice clearly states that promotion enterprises should collect and sort out product sales as soon as possible, timely fill in the relevant promotion information in the "Energy-saving Products Benefiting the People Project Information System", prepare the application report for financial subsidy funds, and submit it to the energy conservation authority and finance department where the enterprise is registered for review.

The notice emphasizes that after review by local energy conservation authorities and finance departments, the liquidation report of financial subsidy funds for enterprises shortlisted in the region should be submitted step by step to the National Development and Reform Commission (Department of Resources Conservation and Environmental Protection) and the Ministry of Finance (Department of Economic Construction) before April 1, 2017.

Affected by this, a series of energy-saving motors such as the YE3 series of super motors, the YBX3 series of explosion-proof motors with high efficiency, and the YKK series of high-voltage motors of Wannan Electric Motor, which are included in the "Energy-saving Products Benefiting the People Project" directory, will no longer enjoy the financial subsidy policy after March 1, 2017.
